View from the top

From my window I can see a big cloud of smoke hanging over the city. It's from a fire in an industrial bakery. Seems the fire brigade and policemen had great difficulties getting to the place. They were hindered by local youth gaping at the scene. There was even talk of throwing stones. Now why would someone do such a thing?

It was in one of the more difficult neighbourhoods where any kind of authority gets challenged. At least it weren't full blown riots, just some stupid cocky behaviour from youngsters on Summer break.
