It's the back of a temporary do-not-park-sign people use to clear a bit of parking space to (a) have space for the truck when they move, (b) clean the streets, (c) do road works, (d) something else altogether.
This one got spray painted on the back, and the funny thing is that it's very probably it got spray painted on previous use somewhere else. These signs are property of the community and you can hire them, so they come all over the place, and I don't think they get cleaned up when someone spray paints on the back!
Well, the community I live in also uses much smaller signs...
I like those art libraries. My sister has some photographs of hers that travel across Flanders that way (and sometimes gets bought by someone who really really likes it...)

I like it - it's like the art you can hire from art libraries to hang onto your walls.
