You can be too popular.

At the moment the Flemish public broadcasting network (VRT) has the highest ratings. This brings christian-democratic Carl Decaluwé to this conclusion: "Shouldn't we have maximum ratings next to the minimum ratings the Flemish government has set the public network?" Seems the VRT looks too much like a commercial network.

Or: The quantification of quality happens through counting everyone that doesn't watch T.V.
